Any effort to deal with behavior as a movement of the parts of an organism meets at once the objection that it cannot be mere movement which is important but rather what the movement means, either to the behaving organism or to the observer. It is usually asserted that we can see meaning or purpose in behavior and should not omit it from our account. But meaning is not a property of behavior as such but of the conditions under which behavior occurs. (pp. 13-14)
