“It is no help to be told that to get an organism to drink we are simply to “make it thirsty” unless we are also told how this is to be done. When we have obtained the necessary prescription for thirst, the whole proposal is more complex than it need be. . . . The objection to inner states is not that they do not exist, but that they are not relevant in a functional analysis. We cannot account for the behavior of any system while staying wholly inside it; eventually we must turn to forces operating upon the organism from without.” (pp. 34-35)
